14.3 Project in FACTS

  • 14.3 is a Flagship Project under the EU Strategy for the Baltic Sea Region (EUSBSR) Priority Area 14
  • The project is financed with support from the European Commission through the EU Civil Protection Financial Instrument
  • The project aims to develop scenarios and identify gaps for all main hazards and the potential of such hazards in the Baltic Sea Region, in order to anticipate disasters, thus enabling a rapid and effective EU response through the Community Civil Protection Mechanism

Focus areas of the project 14.3 include:

  •  Storms/extreme weather
  •  Flooding
  •  Diseases (pandemic flu)
  •  Accidents at sea (SAR-operation/pollution)
  •  Nuclear accidents
  •  Forest fires

Participation of Russian partners is secured with the support of the Swedish Institute

On the political level the project is endorsed by the CBSS Civil Protection Network

Project partnership consist of 12 partners

The Lead is the Council of the Baltic Sea States Secretariat

Project partnership includes such national authorities as the Swedish Civil Contingencies Agency, Norwegian Directorate for Civil Protection and Emergency Planning and the Finnish Radiation and Safety Authority, as well as other governmental bodies

10 countries of the Baltic Sea Region are participating in the project

495 000 € EC contribution

660 000 € total project eligible cost

The project 14.3 started in January 2012 and has duration of 18 months.
